Recent years have seen an increase in terrorist attacks in publicly accessible locations that people visit, congregate in or transit through. A defining feature of such attacks is the targeting of people, as people are now the target not the building.

The extension of a pub’s licenses to include car parks, terraces and other outdoor spaces on the premises and or highways is great news for the recovery, but at the same time we need to be mindful of the return of terrorist attacks where the general public are put in vulnerable life-threatening situations. This is where “PIPS comes into it’s own” providing a secure environment that seamlessly blends in with the current surroundings.


Any publicly accessible location is vulnerable to potential terrorist attacks, and it is therefore essential that the Owners and Operators which operate in such public locations, understand the risk, consider appropriate mitigation to safeguard all who congregate within their footprint large or small.

PIPS” is revolutionary in providing a true dead stop from the vehicle front bumper, with “NO” part of the vehicle projecting forward beyond the product face and into the safe zone on both the independent tests.

With the protect duty coming into effect in 2022, The "PIPS" system provides a seamless integration within exiting or new HVM solutions without compromising on aesthetics. HVM hasn't got to be a cast iron wall of bollards, or unsightly road closure systems.  "PIPS"  provides a permanent or temporary solution, which ever fits you circumstances best. 

Queuing for weekly Football, Rugby, Cricket or other events are potentially open targets for terrorist (VAW) "vehicle used as a weapon" attacks and should have in place the correct mitigation products and procedures. The “PIPS post & banner system will provide a safe zone for supporters whilst queuing to gain entry to an event and on exiting. The system can be strategically placed to provide maximum protection possible at any given location, without looking like a row of steel, as the banners can be used for company advertising own products or gaining additional financial reward from other company's advertisement. 

The system can be installed temporarily away from the main arena, to help  manage traffic away from the pedestrian guided walkway.

Road closures for events, can easily be implemented using the post and banner system with out impacting the visual effect, as the banners can provide guidance or advertisement during the temporary closure and at the same time provide a safe zone.

Especiallyy at Christmas times when there are more centralised gatherings of people or when street side al frescoe opening is sanctioned in the future.

With 1,500 alfresco seats have sprung up since the start of the pandemic, the plan is to renew pavement licences to enable restaurants to trade outdoors and into the winter.

A cabinet member for culture and visitor economy, stated that Liverpool  generated almost£9m of income for businesses that they would not otherwise have taken, and that the al frescoe dinning will continue to help small businesses. 

"This sector is hugely important to the city and we are pleased to say we are in the process of renewing pavement licences to enable outlets to continue to welcome customers with their outdoor model.?"

Newcastle city council, which has 151 premises with permission for pavement cafes, said it had no plans to prevent them from continuing to trade outdoors.

As parklets are not HVM products. IMPACT TEST DETAILS & FEATURES

The “PIPS” Post and Banner system has been tested twice, at attack angles of both 90° and 30°.  Impacting at 30mph simply captured the vehicles  immobilising and disabling them, which is key in preventing the terrorist continuing in their mission.

This is why "PIPS"  is instrumental and has been designed specifically for these vulnerable public areas where penetration is not an option.


Capturing the vehicle preventing them from progressing forward into the public domain is "PIPS" main core design features, which is proved by the  impressive test results and where traditional bollards will not be able to compete.

 

FLEXABILITY 

The PIPS System can be installed permanently, with the option to remove the protection for maintenance to a site, or if a temporary measure is required at infrequent times for seasonal events, markets,  sport events, shows  etc.

   

FOUNDATION

The new shallow foundation system design which has been specifically designed to help avoid clashes with potential below ground services, remains a key feature of the PIPS System Design, and at the same time provide the structural support to the system performance.
