SECURITY RISK ASSESSMENTS


So what makes us different? At AFSS LTD we understand that physical measures alone cannot provide you with the required protection from a vehicle borne IED attack. We provide clients with the tools required to mitigate a vehicle borne attack from a wide range of threats. All of these measures can be provided in isolation or as a complete mitigation package:

Vehicle Dynamics Assessment: Optimise prepare tailored VDA’s which calculate the optimum attack angles, velocities and impact energy values for all vehicles categories within PAS 68, IWA 14 and the New ISO 22343 standard.  Armed with this information we can design-in the correct level of physical protection and provide the vital standoff distance for your assets.


In May 2023 the UK Government published a Draft Bill called Terrorism (Protection of Premises); this draft bill is also known as “Martyn’s Law “after Martyn Hett one of the victims of the 2017 Manchester Attack.  The draft bills aim will be to place a lawful requirement upon those responsible for certain premises and events to consider the threat from terrorism and implement appropriate and proportionate mitigation measures.


Once passed into Law, your obligations under Martyn’s Law will primarily depend upon the number of people attending the event.  The bill intends to place PALs into a two-tier system:

Standard Tier – Capacity of 100 to 799

  • Relevant staff will be required to undertake simple yet effective activities to improve protective security and preparedness.  This training could be provided free of charge by UK Government and could be cascaded down to other staff.
  • Put into place an effective Counter Terrorism Plan to ensure better preparedness and raise awareness for staff.


Enhanced Tier – Capacity 800 or more

Everything within the Standard Tier, but in addition:

  • Completing and regularly updating a Threat, Vulnerability Risk Assessment (TVRA).
  • Using the TVRA, plan and implement “reasonably practicable” proportionate and risk-based mitigation measures, this could include permanent or temporary HVM measures to counter a Vehicle as Weapon Attack (VaW)
  • Have a dedicated person responsible for security at the event.
  • The Counter Terrorism Plan should be routinely updated to reflect the current Threat Landscape and be available to an appointed Regulatory Body.

 

At AFSS, we are able to provide you with CPNI (now NPSA) trained personnel who have many years of experience in the UK, Europe and Asia planning and delivering both temporary and permanent HVM Solutions.


We understand that a successful design and eventual deployment of mitigation measures requires a careful and pragmatic approach which includes understanding what Threat Scenarios you may be exposed too, the Vulnerabilities to these identified Scenarios and finally the impact should a Threat Scenario materialise.  We use the TVRA Process to clearly present your overall Risk Exposure, then working with you we propose a set of Mitigation Goals in order to mitigate your Risk Exposure to ALARP.

 

In the case of mitigating a vehicle borne attack, alongside the TVRA, we undertake a Vehicle Dynamics Assessment (VDA).  Using GPS measuring technologies we undertake a visit to your site to allow us to fully understand the target vehicle velocity accelerations, turning capabilities, final vehicle velocity at point of impact and optimum impact angle.  Included within our VDA report we also calculate the energy and force the vehicle is holding at point of impact, shown in kJ and kN. 

The data collected during the VDA enables us to offer you a proportionate and risk-based turnkey solution, located at the right place for the right target vehicle.  In addition, we can assist you in implementing additional mitigation strategies which will fully align with your operational demands and keep the public safe.
